AGENDA
The formal agenda of the meeting will be on public display
in the notice board outside the Chemist, at the bus stops,
and the Greenwich library.
Amongst other things, it will include our annual report and
financial statements and, most importantly, the election of
office bearers for 2001.

conclude at 10.00 pm for supper.
ANNUAL GENERAL MEETING
Greenwich is a special community, and while most of us
feel lucky to live here, few of us realise that it takes a
lot of effort by a dedicated few to keep it this way, and
to protect our local environment from threats that arise from
time to time.
We need some new and younger faces on our committee to strengthen
the Association and help us achieve more in the year ahead.
Do You care enough to contribute to the GCA ? Come along to
our AGM and get involved !
CURRENT COMMUNITY ISSUES
Current issues which concern many Greenwich residents include
the proposed redevelopment of the Catholic Centre in Greenwich
Road, and some bad developments generally. We are also concerned
about a number of Motions without Notice pushed
through Council at its meeting on 18th December.
Two of these (felling of mature trees in Greendale Ave, and
removal of footpath signage adjacent to 25 Mitchell St) seemed
to have no basis of urgency at all, and we are concerned at
the lack of due process now evident.
On 05/02/01 Council rescinded it decision to remove the signs
from Serpentine St, but confirmed its decision to remove the
trees from Greendale Av against the expert advice from Council
staff a dangerous precedent where trees are involved
NEIGHBOURHOOD WATCH
After about 15 years of operation, the Greenwich Neighbourhood
Watch organisation has asked that its functions be taken over
by the Community Association. We will discuss this important
subject at our AGM. Please let us hear your views.

With the help of Laurie Edwards and others, GCA maintains
a Web Page to keep you up-to-date with community news, contact
numbers and so on. Wed like to expand this service this
year. What more can we bring you ?
GREENWICH VILLAGE GAMES
Our 4th Greenwich Village Games took place most successfully
over the weekend of 9th/10th December, and attracted over
1,000 participants with 8 teams contesting 16 field events,
plus the now-famous revue on the Saturday night. Congratulations
to Salli Rossi-Ford and her committee ! The GVG organisation
is now a subcommittee of GCA, and we look forward to another
big event in 2004
A professional video has captured all the Games...every throw,
run, pull, push over the two days plus all the Revue Night
acts...the video is nearly 3 hours long and a bargain for
$20.00. Available at the Greenwich Cellars.
GREENWICH SPORT CLUB
The annual registration for the soccer teams will be on
Thursday, 15th Feb, from 6 pm to 8 pm and on Saturday, 17th
Feb from 8.30 am to 10.00 am. Both at Greenwich Uniting Church,

SHELL TERMINAL - GORE BAY
Greenwich Community Association has an active subcommittee
charged with monitoring and, if necessary, opposing possible
undesirable re-development of the Shell Terminal at Gore Bay.
We may have to settle for either storage of imported refined
products (eg gasoline, diesel and aviation fuel) or, alternatively,
a major high-density development of the site if Shell close
their refinery at Clyde around 2006, as seems possible. Which
would you prefer ? Let us hear your views.

Interested in history, antiques or Victorian architecture?

SPECIAL GENERAL MEETING
GREENWICH COMMUNITY ASSOCIATION INC.

At our Annual General Meeting, held on 21st February 2001,
the majority of members present voted for a Special General
Meeting to be convened on the above date to consider and discuss
further the proposed redevelopment of the Catholic Communications
Centre at 72 Greenwich Road.
The Catholic Church has submitted a Development Application
to Lane Cove Council in which the proposal is made to redevelop
the site to construct a new church and 24 self-care retirement
units.
A number of residents are opposed to this plan and have raised
concerns about the scale of the development, traffic access
and other issues.
The main purpose of this meeting is to assist both the proponents
and opponents of this proposal to understand better the issues
involved and, as far as possible, each others point
of view.
The meeting will, so far as possible, proceed in accordance
with an agenda which will be available with other material
at the meeting, and which will also be posted on Community
notice boards by 3rd March 2001.

DA 72 GREENWICH ROAD
Council officers have recommended approval of the Development
Application for the Catholic Church site, although many concerns
remain unresolved.
We addressed many of the community concerns at our Special
General Meeting on 7th March, and can now re-visit some of
the most important issues at our next meeting on 18th April.
A copy of the Council officers report on this DA is available
for inspection at LCC libraries and on Councils web
page.
The matter has been referred to a full Council inspection
on site at 8.30am on Saturday 5th May.
DEVELOPMENT CONCERNS GENERALLY
The boundaries of acceptable development are being pushed
and pulled in a worrying way in a number of recent DA applications.
Please let us hear your concerns at our meeting on 18th April.
NEIGHBOURHOOD WATCH
A public meeting was held on 14th March of present members
of NHW, and an interim committee elected to reactivate this
important community activity.
Since then discussions have been held with the community
policing officers and the committee that reactivated the NHW
in Naremburn. We are now developing plans to recruit additional
members to reinvigorate the NHW network

SHELL TERMINAL - GORE BAY
Shell Australia is still considering its options for the
Gore Bay terminal in the event that their refinery at Clyde
is closed down by 2006, as seems likely.
One possibility may involve unloading and storing imported
refined products such as gasoline and aviation fuel at Gore
Bay. Would you prefer this option to one involving a high
density residential development ?

Special General Meeting
At present we are paying withholding tax on the interest
earned on our bank accounts, as our taxation exempt status
ceased with the taxation changes last year. In order to ensure
that our taxation status fulfils the new requirements we must
make some minor changes to our rules. These actually require
setting down some rules that have always applied but were
never written in.
These changes are displayed in the notice board at the Greenwich
shopping centre from 21 days before this meeting, as required
by the rules.
DA 72 GREENWICH ROAD
The site inspection by councillors of the proposed development
of a retirement village at 72 Greenwich Rd was held on 05/05/01
and was attended by the largest number of residents seen in
Greenwich for such an inspection. Both supporters and objectors
expressed their views well. At the subsequent Council meeting
on 07/05/01 the applicant informed the Council that they would
be submitting a revised proposal to the Council. The revised
proposal has now been submitted.
STRAND DEVELOPMENT MARCH
On 14th June at 3.00 pm Lane Cove School P & C has
organised a protest march from the school to the LC Council
to deliver protest letters from parents about the lack of
safety for children in the proposal. They would welcome any

NEIGHBOURHOOD WATCH
Damage to both private and public property in the Greenwich
area seems to be on the increase. Recent incidents include:
Tearing up of over 10 mailboxes and dumping - garden fountain
was smashed - items of outdoor furniture dumped in the road
- breaking and uprooting of street signs. Graffitti gangs
have blitzed cars, bus seats, bus shelters and walls earlier
this year. Hopefully we can curb these activities with the
re-launching of Neighbourhood Watch in Greenwich. In the meantime
please report on any similar incidents to GCA at PO Box 5075,
or to any of the members of the committee, so we can monitor
the damage and report any information onto the police.
LANE COVE COMMUNITY ALLIANCE
At a meeting of executive representatives of resident's
organisations from throughout the local government area of
Lane Cove, it was found that the organisations had many common
concerns and interests relating to local government activities
in the area. In particular, concerns are held by all about
traffic congestion in and around Lane Cove Shopping Centre
and a serious shortage of convenient, accessible parking spaces
in the Centre.
Rather than each working individually on matters common to
all, it was agreed to form the Lane Cove Community Alliance.
As there were common concerns relating to the proposed Strand
development, thse were conveyed to the Council, who invited
the LCCA representatives to meet with them. This meeting took
place over breakfast at Council on Tuesday 29/05/01 where
not only were the concerns expressed, but suggestions made
on how the LCCA could assist the Councillors to resolve those
concerns. We now await further response from Councillors.

NEW FORMAT NEWSLETTER
This newsletter is using the new format of four page A5
booklet. This is to accommodate some extra community news
and to include Neighbourhood Watch news and activities, which
GCA is sponsoring and supporting in its revival.
This is one of several innovations in activities that the
GCA committee is trialing. Whether this format continues full
time or just on occasions of overflow of news will depend
on your comments, which we look forward to.
FOGS & P&C FUN RUN AND FAIR.
It's on again. Come and support your local school in the Annual
Fun Run and Fair. Starting from Gore Park at 11.00 am on Sunday,
23 rd September. All the usual categories from kids and dogs

CYCLEWAYS FOR LANE COVE?
At the general meeting Russ Webber (Vice President of
Bicycle Australia and former GCA committee member) and Don
Murchison, will address us on proposals for cycleways in Lane
Cove, such as how there could be off road access from Greenwich
Wharf to Lane Cove shops. If you are interested in forming
a sub-committee on cycleways, contact Don Murchison on 9906

72 Greenwich Road
Following our special meeting on this development application
and the Council site inspection, a new application had been
made for the redevelopment of 72 Greenwich Rd. The new layout
is substantially different to the original, although there
are still 24 units and open uncovered access balconies to
units. It also proposes to have 3 storeys on the Greenwich
Rd, Wardrop St corner. Letters have been distributed by Council
to the surrounding residents. All residents, not just those
living adjacent are entitled to make objections. Details are
available at the counter at Lane Cove Council.
GIRL GUIDE LEADERS
Greenwich Guides are actively seeking leadership help
for our girls. This is an opportunity to contribute to your
local community, help young girls, and develop leadership
and organisational skills.
Young ladies doing the Duke of Edinburgh scheme or childcare
training would gain valuable experience. They meet Tuesday
and Wednesday nights, 6 - 7.30 p.m. (different age groups).

GREENWICH WORK REGISTER
The Greenwich work register is an initiative of the Greenwich
Community Association. It seeks to bring together those who
provide services with those seeking them on a casual or part-time
basis. Services can be babysitting, child- minding, gardening,
cleaning, coaching in school subjects, clerical work, home
handyman, or helping someone after an operation or illness.
Providers can be of any legal age for work living within Greenwich.
The Association does not charge for this service - it is
one of the many ways in which our Association serves our community.
We only arrange contact between those needing and those providing.
All other matters thereafter are by their mutual arrangements
and responsibilities.

SHELL GORE BAY
At the celebration of its of 100 years of presence at
Gore Bay, Shell announced its management decision to stay
at the site for at least another 7 years. Funds are to be
made available for Clyde to refine to the new standards, and
for some much needed painting of the storage facilities at
Gore Bay
JOHN MAY - GET WELL SOON
Councillor John May had the misfortune to 'come off' a ladder
on 14th July, and his aerial acrobatics landed him in RNSH
with a broken rib and complications. Happily he's on the mend
now. John has been a wonderful contributor to our community
generally. We wish him a speedy and complete recovery.
St JOHNS AMBULANCE CLASSES
It is some time now since we have had a class for residents
to acquire the important emergency skills of First Aid. 12
people are needed to run a class and the cost is $150 per
head. Classes can be 2 full days (8 hours each ) or 4 weekday
evenings to suit attendees. Anybody interested in doing one

PLANNING & DEVELOPMENT SUB- COMMITTEE
One of the biggest recurring headaches within the community
is building and construction generally. When does a proposed
development over-step the mark of appropriateness, and what
can individuals do if they feel disadvantaged?
Lane Cove Council has well established policies and DA procedures,
but these are poorly understood by most, and often questioned
by some. To shed some more light on this subject, GCA has
formed a new Planning and Development subcommittee under the
chairmanship of Jo Cunningham. This group has now met several
times, and has embarked on a thorough review of Lane Cove
Council's DA approval procedures insofar as they relate to
residential development in Greenwich.
Our aim is to help our members understand the processes better,
and to suggest improved procedures if our review determines
the need for them. We will continue to monitor all significant
DAs in our area, and hope to create and maintain a database
of approvals to monitor consistency. We will continue also
to provide a forum to assist our members to express their
views on controversial developments.
TREES IN THE CITY
Last meeting members received a presentation from Don
Adamson on trees of various types that are asked to live and
grow in the somewhat, to them, foreign environment of a modem
city. It was a most enlightening and informative night

The proposed rule changes were passed unanimously by members
at the last meeting, and are in the process of being registered
GREENWICH AT FEDERATION
Put it in your diaries now
Wednesday 28th November
Judy Washington, the Lane Cove Council historian, will give
one of her renowned presentations on the history of our district.
This time it will be on what Greenwich was like at the time
of Federation. For those who have not seen one of Judys
presentations, it is something to look forward to. Those that
have will surely be there.
It is starting at 7.30 so that you may bring your children
and still get them home at a reasonable time.

GREENWICH PENINSULAR NEIGHBOURHOOD WATCH
From a public meeting earlier this year an Interim committee
was formed to plan the revival and regeneration of the Greenwich
Peninsular Neighbourhood Watch.
Arrangements are now in hand for a public meeting to regenerate
the Greenwich Peninsular Neighbourhood Watch.
The meeting will be on 5th September in the Community Centre
Hall.
After some nearly twenty years the structure of the Watch
is suffering from the ravages of time, with many members having
been lost from age, retirement to outside Greenwich, and some
just moving out to other suburbs.
The Interim committee is regenerating the structure starting
with the public meeting.
Greenwich has had a relatively low crime rate, contributed
to by the visible presence of the NHW through its street signs,
its member's gatepost signs, window signs and reporting of
suspicious activities.
We ask new residents to join with us on the NHW to protect
the valuable properties they have purchased. It is not an
arduous commitment but has enormous effect on the safety,
and overall convenience, of living in Greenwich.
In an effort to raise awareness amongst the younger families
in Greenwich, it was decided to hold a children's poster design
competition. Entries will be in two categories hand
drawn or computer generated. Posters to be no larger than
A4 size and based on the theme "Safety In The Suburbs".
A recent incident in the area was the damaging of a security
light that responded to movement in the area, followed by
the removal of car wheels in the darkness following, Thus
we advise that if your security light fails suddenly, keep
a closer watch around you for suspicious activities

FOGS & P&C FUN RUN AND FAIR
Another successful Fun Run and Fair was held on 23 September,
providing enjoyment for many, and raising over $2,000 for
Greenwich School. Thank you Denis Smith, Michael Ryland and
all their helpers.
72 GREENWICH RD
The Council officer's report on this controversial DA were
tabled at the full Council meeting on 17 September. The report,
which was thorough and detailed, recommended approval subject
to removal of the two 3rd story units proposed for the NE
corner, and various other conditions.
In a surprise move, Mayor Bowers, who had held negotiations
with representatives of the Catholic Church and other parties,
moved removal of this restriction and some other conditions.
His amended motion was then carried on a 5:4 vote, supported
by the Liberal majority and opposed by all four independents.
It is disturbing that the amendments (which were highly detailed)
were tabled only after public comment had closed, and allowed
inadequate time for proper consideration prior to the vote.
As well as permitting 3-storey development these amendments
reduced setback along the southern boundary, reduced privacy
provisions, and raised doubts regarding the future usage of
this development.
MAYORAL ELECTION
0n 24/09/01, Councillor Roberts was elected Mayor for 2001
2002, with one of our ward representatives, Councillor
John May, his Deputy.
STRAND DEVELOPMENT
Lengthy debate on the contentious Strand development proposal
for Lane Cove shopping centre has concentrated lately on safety
issues raised by one of the principal objectors, LC Public
School, as well as major traffic concerns, the size of the
buildings, and the secrecy surrounding financial arrangements
between the developer and Council.
In a welcome move, Council resolved at its meeting on 17
September to refer the whole scheme to independent financial
assessor, possibly Price Waterhouse, to assess properly all
financial aspects and probity of the proposal, as well as
planning and community concerns.
We understand that the equally contentious DA for the Rosenthal
Avenue car park will be similarly reviewed.
GREENWICH AT FEDERATION
Another reminder of the event of the year Wednesday 28th
November, when Judy Washington, the Lane Cove Council historian,
will give one of her renowned presentations on what Greenwich
was like a the time of Federation This it is something to
look forward to for both the long term residents, some with
families in the area at that time, and for newer residents
to hear of the history of their chosen location.
It is starting at 7.30 so that you may bring your children
and still get them home at a reasonable time. Wine and cheese
afterwards
St JOHNS AMBULANCE CLASSES
The classes arranged by Mary Ed Hartnell start on Thursday
October 18 and run for 5 weeks at the Senior Citizens Hall.
NEIGHBOURHOOD WATCH
A successful regeneration meeting was held on 05/09/01,
and a new committee was formed, with many new and younger
faces to carry on in the coming years.

Work register need - we have received enquires from residents
needing the casual services of cleaners, home maintenance,
gardening. Please register if you are able to provide these
services.

Councillor Tudge has requested that any uneven or broken footpath
surfaces be reported to him so Council can take action

GREENWICH TRAFFIC
Resident are reporting increased problems with excessive
speed of vehicles in Greenwich Rd and other main Greenwich
streets, and with vehicles parked contrary to posted signs.
In particularly, a difficult area appears to be the Chisholm
St / Greenwich Rd junction, which combined with the traffic
control devices there, has caused problems. So, when driving
through that intersection, be extra careful.
SANTA AT GREENWICH
Santa will again be visiting Greenwich 8.00 am on Christmas
morning, arriving at Greenwich wharf by boat. Enquires from
Santas helper at 9438 1936 or 9 Lower Serpentine Rd
FOGS ANNUAL GENERAL MEETING
The AGM of the Friends of Greenwich School will be held
at 7.30 pm on 12th December, at Community Centre. This will
be immediately before the GCA meeting.
Anybody wishing to join with these local residents who work
to support our local schools, will be welcome. [And you can
stay on for the GCA meeting]

GREENWICH CAROLS BY CANDLELIGHT
In aid of the Youth Mental Health Program
Everyone is invited to the Leemon Reserve (at the Tennis
Courts, end of Robert Street,
Greenwich) on Monday December 10th from 6.30 pm. for a Christmas
Carols "sing-a-long". The carols will be led by
our very own Greenwich Carollers. Bring your families, rugs,
lights/candles, picnics etc. Sausage Sizzle, and soft drinks
for sale.
All proceeds to go to the Youth Mental Health Program. Please
open your doors, hearts and wallets to support the Youth Mental
Health programs such as ACE [Adolescents Coping With Emotions]
a preventative programme for young people at risk of developing
depression

M2 TUNNEL
RTA has published its latest proposal for the Lane Cove
Tunnels to connect the Gore Hill Freeway to the M2, forming
part of the ring road system around the centre of Sydney.
Proposal is for twin, three lane tunnels generally under the
line of Epping Rd, with high exhaust stacks at either end.
Cost of the project will be $815M and the toll $2. Construction
to start 2003 with completion in 2006
SHELL OPEN DAY
Bay Terminal, Manns Av, will have an open day on Saturday,
8th December, from 10.00 am to 2.00 pm for residents of Greenwich.
See just what Shell does there, and to see something of what
they have been doing over the 100 year they have been there
since the SS TURBO delivered its first cargo on
10/06/01. Also see what is happening in the continuing process
of improving the environmental protection of the site. Enjoy
their refreshments and sausage sizzle
FIRST AID CLASSES
Reports from those 15 persons who attained the recent
first aid classes are that they were most enjoyable and all
passed their practical assessment and are now awaiting the
results of their theory papers. Another increase to safety
for Greenwich residents. Thank you all who attended.
LANE COVE ALLIANCE
The meeting on 06/11/01 of this group, coordinating of
the Lane Cove residents associations, considered further the
Stand and Rosenthal Av proposals, that are now subject to
reviews by an independent assessor, to whom the LCA has sent
letters. The next meeting in January will review progress
GREENWICH AT FEDERATION
On 28th November, Judy Washington, the Lane Cove Council

The long term residents, many with families in the area at
that time, and newer residents and their young children were
able to hear of the history of their chosen location. Residents
mixed and talked to Judy, and enjoyed the refreshments, after
her presentation.
